Why is it difficult to dispose of redundant data?

For the following items the issue of choice is DATA CREEP:

  1. Nobody knows what is being used and where, so nobody wants to be responsible for deleting eventually needed data
  2. There are countless data files with different names but identical or almost identical content. To remove them is too much work: one has to look up all the places where they are used and change the referrals. In case the files are only similar a unified file has to be created.
